Attempts are being made to fill, at an early date, the vacant Lectureships in Physics, Chemistry, Mathematics, Biology, History, and English, either in London or in China. The appointments will, in the first case be for three years, the minimum time for which it is thought that men could be recruited. Long term appointments are leftfor the consideration of the appropriate University body when it is reconstituted.
2. The Committee approves what has been done and also the limitations the Provisional Powers Committee has imposed on itself, A sufficient staff exists, or is under recruitment, to enable a minimum of higher education to be offered in the last months of 1946. This action the Committee believes to have been the least that could have been taken to meet the insistent demands of the officials and the public of the Colony, of which it has had ample evidence. But it is the strongly held view of the Committee that even normal undergraduate teaching cannot properly be done until senior staff is appointed. Apart from new professorships which would be founded as a result of the acceptance of this Committee's main_recommendation, professorships are now vacant: a new Vice Chancellor and Registrar are to be appointed. It is impossible to recruit men for long-term appointments, as all of these should be, until they can know pc the kind of institution to which they are to be appointed and the nature and quality of work they are to be asked to do. [Universities at home are finding it difficult to find men, and it is obvious that in these- conditions, short-term appointment of senior staff, even if otherwise desirable, is impossible. The Committee, therefore, feels that it has complete justification for a request for an early decision by His Majesty's Government of the general proposal it has put forward and of the financial issues/which the implementing of that proposal ● depend.
